Not because of the weather, but because the city had learned how to watch back, and whatever was doing the watching had finally stopped pretending it cared who saw it.

Now there was a massive staredown between the City and the Watcher. They both had huge eyeballs, staring at each other, waiting to see who would make the first move. Suddenly, the Watcher spoke. "You amuse me greatly. Here, have a sunny day." Suddenly the clouds cleared up.

Within 15 minutes all the snow had melted. Within 30 minutes, residents were removing coats, and some were dazed. Within an hour, schools and workplaces emptied as people were enjoying the sudden summer day in the middle of January. The real problems began as the river heated up.
